INFRASTRUCTURE INVESTMENT AND CAPITAL IMPROVEMENTS: IMPORTANT COMPONENTS OF ECONOMIC DEVELOPMENT AND COMMUNITY WELL-BEING

 
 
 


Each year the City of McHenry engages in a five-year capital improvement programming process, which is reviewed and updated by City staff and the City Council.  The purpose of capital improvement planning is to evaluate the City’s existing infrastructure and capital needs; allocate money towards new capital improvements and expenses (vehicles, equipment, etc.), seek grant and other potential funding mechanisms to undertake infrastructure improvements as well as ensure regular maintenance of existing infrastructure is undertaken. 

Infrastructure planning and maintenance as well as capital purchases are integral to the growth and development of any community.  The City of McHenry spends a great deal of time and effort in planning and allocating dollars to infrastructure and capital improvements, and I want to highlight a few such projects.

The City owns and operates water and wastewater utilities including:  four water treatment plants, ten commercial wells, four water storage tanks; two wastewater treatment plants, (in process of decommissioning the Central Wastewater Treatment Plant), 19 wastewater lift stations, more than 100 miles of roadway and water and sewer mains and appurtenances. 

 
Recently the City completed the painting of the water tower in the Adams Commercial Centre, located north of Route 120 and east of the Fox River.  The interior of the water tower was sandblasted and repainted and the exterior was power-washed and repainted.  The project cost was $284,600 and completed tower is depicted below.

TRAFFIC CONTROL SIGNAL AND ROADWAY IMPROVEMENTS AT BULL VALLEY AND CURRAN ROAD
 
The City is responsible for maintaining more than 120 miles of road rights-of-way.  Additionally, the City undertakes roadway improvement projects, such as traffic signalization and/or roadway widening.  This year a traffic control signal and roadway widening project was completed at Curran and Bull Valley Roads. 
 
The City received more than $1,000,000 in federal funding to complete the project which included resurfacing more than 5,200 feet of roadway, as well as roadway widening and traffic signal installation.  The completed project is depicted below.

CITYWIDE ROADWAY RESURFACING PROJECT AND ROADWAY MAINTENANCE PROGRAM
 
In 2016 the City of McHenry completed a $2,188,000 street resurfacing program.  Numerous roadways throughout the City were resurfaced.  Additionally, the Lakeland Park Community Center lot was resurfaced as well as the Petersen Park service road and $75,000 was expended on sidewalk replacement throughout the City.  The City of McHenry evaluates each road within the City and ranks its condition to ascertain which roads should be included in the resurfacing project.


This year the City of McHenry, through a joint bid with the City of Woodstock and Villages of Cary and Algonquin also, completed a roadway asphalt crack sealing program. 

 
Additionally, the City of McHenry utilized a product called reclamite and applied it to roads recently resurfaced, over the past couple of years.  By applying reclamite the roadway life is extended five to seven years.  Asphalt crack sealing and applying reclamite are two proactive measures the City’s public works department utilizes to assist in maintaining our roadway infrastructure.

 
MULTI-USE PATH AND TENNIS COURT IMPROVEMENTS COMPLETED AROUND MUNICIPAL CENTER CAMPUS
 

If you’ve driven by the Municipal Center or Recreation Center you probably noticed the recently completed multi-use pedestrian/bike path.  The path, depicted below, connects and integrates the Municipal Center, Recreation Center, Knox Park as well as the McHenry Skate Park.  The City received more than $350,000 in grant funding to complete this path.  Below are three sections of the path.

CONSOLIDATION OF CENTRAL AND SOUTH WASTEWATER TREATMENT PLANTS
 
To the east of the Municipal Center work continues on the consolidation of the City’s two wastewater treatment plants.  The construction of the addition to the south wastewater treatment plant is depicted below.  Additionally, the extension of a 24-inch sanitary sewer force main, from the Central Wastewater Plant on Waukegan Road to the South Wastewater Treatment Plant off of McHenry Avenue and north of Charles J. Miller Road was recently completed.  The wastewater consolidation project will be completed in approximately 3-4 years after which the site on Waukegan Road can be redeveloped as part of the City’s downtown revitalization efforts.

MUNICIPAL CENTER RENOVATIONS; REGIONAL DISPATCH CENTER BUILDOUT AND MILLER RIVERFRONT PARK BOAT LAUNCH

 
The City of McHenry, through the proactive efforts of the City’s police department leadership, was selected as one of three regional dispatch centers in McHenry County as mandated by the State of Illinois.  If you’ve been inside the Municipal Center over the past several months you’ve probably noticed some changes to the interior of the City hall building.  Renovations were completed on the first floor, moving the front counter closer to the entrance of the building.  Additionally, if you attend a City Council, Planning and Zoning or other public meeting held in the City Council Chambers after the Municipal Center closes at 5:00 pm you will enter through the southernmost entrance. 

Currently, construction is ongoing on both floors of the Municipal Center to buildout the regional dispatch facility and expand the police department administrative offices on the second floor.  Upon completion the City of McHenry will dispatch for twelve police and fire entities throughout McHenry County.

Another capital project which has been in the planning stages for numerous years but recently came to fruition through an intergovernmental agreement is the construction of a boat launch at Miller Riverfront Park.  More to come…
